Police Profiling for Officer Safety

I was driving to work last night in my personal car.  My route takes me through a relatively rundown section of the city where I work.  I always tend to scan around as I drive, which sometimes prompts my wife to say, “Stop patrolling!”

On this night, I saw some people walking around and from the anonymity of my own car, I thought about the nature of my observations as a citizen verses those of a law enforcement officer.  A red light stopped me at a cross street.

A young black male was walking up to the intersection.  I gave him the once over:  baggy black basketball shorts, loose black hoodie with a white logo, court shoes, dark do-rag.  He was about 17 to 18 years of age.   The innocent half of me saw what could be a nice kid who practices hard at hoops (based on his dress) at a local high school and gets good grades.

Wife of Murdered Tampa Cop Faces Killer

Yesterday in sentencing phase of the murder trial of Tampa, Florida Police Corporal Mike Roberts, his wife delivered a statement to the Court, which was directed squarely at his killer, Humberto Delgado, Jr.  The following is the transcript of Cindy Roberts’ words to the man who murdered her husband:

“Your honor, I would like to thank you for this opportunity to address the court. During my victim’s impact testimony the defense team was able to censor my statement and I did not feel that that followed the spirit of what the victim’s impact statement was supposed to provide.

“But mostly, I want to speak to you [addressing Delgado]. You, the defendant, I will not speak your name. You are not worthy of such respect. You have been given several opportunities to speak during this trial and like a coward, you have remained silent and you are not remorseful.

“Over the past 2 1/2 years when you’ve looked my way, I have seen the face of evil and disdain. What bothers me most was knowing that was the last face my husband saw on this earth. Pure hate and evil. You coward. You murdered my husband in cold blood. You pistol-whipped him till he was unconscious. He was no threat to you. Florida Police Cadet Still Missing, Presumed Dead

On March 13, 2011, the Pinellas County, Florida Sheriff’s Office began investigating the disappearance of Pinellas County Police Academy Cadet Kelly Rothwell. Rothwell, 35, has not been found.

In a press release on June 14, 2011, PCSO named Rothwell’s boyfriend, David R. Perry, as a suspect in her disappearance. Rothwell was last seen on March 12, 2011 at 3:30 p.m. when she left a Clearwater restaurant to go home and break up with Perry. Her green 2007 Subaru Outback was found two miles south of her Indian Rocks Beach residence the next day. Friends and family have not heard from her since.

Rothwell did not attend class on March 14 at the Police Academy, which was in its fourth month. She did not arrive for a job interview with my police department on March 15. There were no signs of her at her apartment, which she shared with Perry. She did not graduate with Class #177 on April 13, nearly a year ago.

Perry, a former New York state corrections officer, fled to Elmira, NY on or about March 12 in his 2006 blue Honda Civic, FL tag BRC-5978. Perry refuses to be interviewed by PCSO homicide detectives, who believe Perry is “intentionally withholding information.”  Perry’s car was searched, but that did not uncover any leads.

When Perry went to the Elmira Police Department to sign an impound release to recover his car on June 6, he saw Pinellas detectives waiting to talk to him. “In seeing us, he became extremely unnerved and basically fled the police station,” said veteran PCSO Homicide Detective Michael Bailey. “He ran out the front door into the parking lot.” Detectives attempted to interview Perry’s family, but they, too, did not want to cooperate. Most refused interviews. Some family members have stated that they will not talk to detectives without a lawyer present.

During the investigation, detectives learned that Perry had canceled his gym membership prior to Rothwell going missing. He told a friend he and Rothwell were moving to the State of Hawaii. Rothwell never mentioned these important details to her family. She was trying to find a police job in Pinellas County.

The Untouchables Arrested in Florida/Kentucky Pill Mill Sting

A case from last week proves that slowing the sale of legal prescription pills for illegitimate purposes is more difficult than was thought.  Though Florida’s Attorney General Pam Bondi has made it a priority to shut down “pill mills,” and the illegal drug infrastructure they support, initial controls are not yet putting a squeeze on the flow.

On 2/3/2012, Franklin County, Kentucky Sheriff Pat Melton announced the arrest of nearly 30 individuals wanted in the large scale distribution of Oxycodone and other pills obtained from Florida pharmacies.  It was called Operation Untouchable.

The nickname for the criminal syndicate came from the wording “The Untouchables” and a photo of group members that was printed on t-shirts that suspects openly wore while conducting their drug trafficking.

During 2011, the group was able to purchase almost a million dollars worth of Schedule II and III painkillers at South Florida pharmacies in Broward County.  The drugs were transported back to Kentucky for sale.

Spyderco Previews New Pygmy Warrior Knife

Back in May 2011, I attended the Special Operations Forces Industry Conference in Tampa, Florida.  At the Vendor Exhibit, I spied the familiar profile of the Warrior combat knife in the Spyderco Booth.  Kristi Hunter, Spyderco’s Government Sales Specialist, allowed me to handle the prototype for their Pygmy Warrior, a scaled down version of the Warrior.

I liked the size, weight, and overall ergonomics of this small fighter.  It being the sole prototype at the time, I was more than a little proud to have examined and manipulated it.  The Pygmy Warrior has a definite place as a back-up knife on a SWAT operator’s vest.

The Warrior knife has a history so interesting, Spyderco’s Special Projects Coordinator and Martial Blade Concepts founder, Michael Janich wrote a book detailing its birth and evolution called “The Warrior Path.”   This book is included in the box with each Spyderco Warrior knife.

In short, Hwa Rang Do martial artist Randy Wanner, his student Michael Echanis, and combat veteran Bob Taylor all contributed to the basic design of the Warrior, a reverse-grip fighting knife.  Bob Taylor is credited with designing this latest version.

Voodoo Tactical Armor Carrier Review

Despite the fact that the trunk of my Crown Victoria Police Interceptor resembles a scaled down version of our Tactical Room, I have gone out and bought a Voodoo Tactical 20-8399 Plate Carrier to add some serious protection to my kit.

Bailout bags are all the rage. I prefer a bailout load-bearing vest for patrol work, for that time when you need extra ammo, medical equipment, and basic tools in a critical incident.  I’m now going up the ante and say an armor plate carrier is the best bet of all three options.

When working the street, we wear soft body armor.  It should be NIJ Standard 0101.06 Level IIIa.  The armor is accompanied by a duty belt, upon which we hang a handgun, ammunition, and all the other toys.

In an active shooter or similar scenario, law enforcement is duty bound to respond and stop the killing.  We must arrive quickly, but be ready for any threat.  These two concepts are in conflict.  “Quick” and “ready” compromise each other. Continue reading

Karbon Arms Touts Court Victory over Taser

In a press release on 1/30/2012, Karbon Arms, a Tampa, FL based manufacturer of electronic control devices (ECD), sent out a press release detailing what they described as a victory over Taser International’s “unethical behavior.”  Read the details below.

Karbon Arms, a leader in electronic immobilization technology prevailed in the U.S. District Court. In the court filing, Taser International (NASDAQ: TASR) falsely accused Karbon Arms of violating a court ordered injunction. Karbon was vindicated of the baseless allegation by Rick Smith, Taser’s CEO, that Karbon is “seeking to evade the Court’s injunction through subversive means.”

In the hearing to determine whether Karbon Arms is selling an infringing version of the Stinger Systems S-200 Judge James A. Teilborg ruled that the circuitry and operation of the devices are “unquestionably” different. As a result, the Court found that Taser has failed to prove that the Karbon MPID is not more than “colorably different” from the circuit in question. The injunction Continue reading

Some Tips on Safe Concealed Firearms Carry

I carry a gun when I am off duty.  A person who is trained in firearms handling and basic tactics, has studied the legal use of lethal force, and possesses a concealed firearms carry permit should as well.

There have been too many incidents, especially over the last few years, where an armed citizen or off duty police officer could have stopped the killing in an active shooter situation.  There are many more examples of this than I can mention.  Read the news.

I can say that this use of force must be held judiciously and only as a last resort, but it can be the final defense in an imperfect world.  It pains me to see innocents at the mercy of a violent criminal element when there could be a sanctioned and righteous solution to the immediate problem.

Gerber Debuts New De Facto Combat Knife

BlueSheepdog Aaron and I got a look at some new knives from Gerber Legendary Blades at 2012 SHOT Show.  One knife stood out to me:  the Gerber De Facto.  With input from U.S. Army Special Forces personnel, this knife is primarily designed for close quarters combat.

The steel used in this knife is S30V.  Its 4” blade is a flat ground, spear point, and double-edged.  There are serrations right and left.  At the opposite end of the full-tang is a glass breaker/skull crusher at the pommel.  The handle is a polymer that is slightly tacky in the hand for good grip.  The knife weighs 3.9 ounces and is 8.875” overall.

There is an injection-molded single piece sheath that has a friction lock and secondary lock to keep this knife readily accessible, but very secure.  The sheath has multiple mounting configurations and adds only 1.2 ounces to the entire package.

Police GPS Tracking Requires Search Warrant

On 1/23/2012, the U. S. Supreme Court ruled in the 2005 case of the United States vs. Antoine Jones (10-1259).  The High Court held that the attachment of a Global Positioning System (GPS) tracking device to an individual’s vehicle, and the subsequent use of that device to monitor the movements of the vehicle on public streets, constitutes a search under the Fourth Amendment and requires a search warrant.

Yawn.  Many police agencies already obtain a search warrant before using a GPS to track a suspect’s vehicle.  While paranoid liberals out there cheer the “landmark” decision, it is fair to note a few under-reported things about U.S. vs. Jones. Continue reading

A Rookie Cop on Midnight Shift

Our squad has quite a few officers with less than a year of experience.  Welcome to Midnight Shift.

At ReadOff, the other Sergeant and I looked out at a room full of rookies.  At our recent shift change, we inherited a bunch of FNG’s. Nice.

They are sharp and eager, but not yet skilled.  For one rookie, it was his very first Midnight Tour.

Less than one half hour into his shift, the rookie called out that he was in a foot pursuit!  Upon arriving at a domestic disturbance, he saw the male-half walking away down the street.  The rookie beckoned the man to “Stop Police!”  The suspect ran and the rookie gave chase. Continue reading

Video Recording the Police Can Be Illegal

A citizen with a cellular phone was arrested for obstructing justice when he recorded the activities of Tampa, FL police officers investigating a disturbance call on May 1, 2011.  Two officers were in a public parking lot in Ybor City checking on a reported fight at 2:30 am.

Jeffrey Dylan Patch began video recording the officers with a cell phone camera. In the blurry video shot by Patch, he was told by an officer, “Sir, please step back.”  Patch is asked three times to move back.  Though Patch appears to comply, he is warned by an officer that, “You’re interfering with our investigation right now.”

Patch is heard replying, “I am not interfering with your investigation.  Sir, I am recording, that is all.”  Patch is again told to move back, but in a loud voice directed at the officers he states, “I am just letting you know, I’m just letting you know, I am recording this conversation!” Continue reading
