{"id":1111,"date":"2012-03-31T12:07:03","date_gmt":"2012-03-31T16:07:03","guid":{"rendered":"http:\/\/thinblueflorida.com\/?p=1111"},"modified":"2013-01-04T20:04:25","modified_gmt":"2013-01-05T01:04:25","slug":"debrief-that-patrol-incident","status":"publish","type":"post","link":"https:\/\/thinblueflorida.com\/?p=1111","title":{"rendered":"Debrief That Patrol Incident"},"content":{"rendered":"<div id=\"attachment_1113\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/thinblueflorida.com\/wp-content\/uploads\/2012\/03\/patrolRollCall.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1113\" class=\"size-medium wp-image-1113 \" title=\"patrolRollCall\" src=\"http:\/\/thinblueflorida.com\/wp-content\/uploads\/2012\/03\/patrolRollCall-300x242.jpg\" alt=\"\" width=\"300\" height=\"242\" srcset=\"https:\/\/thinblueflorida.com\/wp-content\/uploads\/2012\/03\/patrolRollCall-300x242.jpg 300w, https:\/\/thinblueflorida.com\/wp-content\/uploads\/2012\/03\/patrolRollCall.jpg 352w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-1113\" class=\"wp-caption-text\">Courtesy: LAPD<\/p><\/div>\n<p>We went on quite a few hot calls in the last couple of shifts.\u00a0 One in particular had some valuable lessons that deserved time in a debriefing.\u00a0 A &#8220;Shots Fired&#8221; came in to our Dispatch Center.\u00a0 Units were sent to the general area.\u00a0 Nothing was found at first.<\/p>\n<p>When one of the officers went to speak with a complainant, he heard gunfire from several houses to the west.\u00a0 More officers arrived.\u00a0 Just prior to my pulling on scene, the troops had focused in on a particular house on the block.\u00a0 Officers were sent to surround it.\u00a0 There was no valid phone number to the home.\u00a0 We cautiously made contact with the homeowner and it was ascertained he was suicidal, homicidal, and in need of commitment and services.<\/p>\n<p>After he was in custody, we found he had cranked off over twenty rounds in his backyard because he was depressed over his unraveling family situation.\u00a0\u00a0 He threatened us with future gun play and was taken to a mental health facility.  Case closed?\u00a0 Not quite.<\/p>\n<p>At the next night&#8217;s Read Off, we debriefed the call in a constructive manner.\u00a0 The squad did a lot of things right.\u00a0 Decisive action.\u00a0 Adequate manpower.\u00a0 Good investigation.\u00a0 Something we could have done better was communicate.\u00a0 Officers at the front of the house <!--more-->did not know the rear cover was not entirely in place when contact with our threat was initiated.<\/p>\n<p>One of the first requirements for critical incident management is containment.\u00a0 Before you can address a situation, you must have control of it.\u00a0 Our perimeter should have been better.\u00a0 Clear communication would have solved that.<\/p>\n<p>In addition, the first supervisor on scene was not privy to all the information known by the lead officer.\u00a0 Because of this, subsequent officers arriving were not receiving the latest intel from that sergeant.\u00a0 Again, communication can fix this.<\/p>\n<p>It is common for SWAT to debrief their operations immediately after a deployment.\u00a0 Patrol does not have the ability to just stop service delivery for this, but many agencies have a Read Off or Roll Call prior to each shift.\u00a0 This is the perfect place to discuss a call and hone problem solving skills.  I personally like to go over a street call the next day, anyway.\u00a0 Some nit-picky details seem less relevant after a night&#8217;s (day&#8217;s) sleep.<\/p>\n<p>The debrief should be a frank discussion analyzing the good and bad points in an incident, or critical portion of an incident.\u00a0 It should not focus exclusively on the negative or devolve into a bitch session.\u00a0 Just like training, the goal here is improve our response to a dangerous or complicated set of variables.<\/p>\n<p>Debriefing an incident can reinforce effective tactics, identify potential areas for training or remediation, and strengthen teamwork, all of which increase everyone&#8217;s officer safety.<\/p>\n<p>Randall<\/p>\n","protected":false},"excerpt":{"rendered":"<p>We went on quite a few hot calls in the last couple of shifts.\u00a0 One in particular had some valuable lessons that deserved time in a debriefing.\u00a0 A &#8220;Shots Fired&#8221; came in to our Dispatch Center.\u00a0 Units were sent to the general area.\u00a0 Nothing was found at first.
