{"id":10430,"date":"2015-11-05T06:58:19","date_gmt":"2015-11-05T11:58:19","guid":{"rendered":"http:\/\/thinblueflorida.com\/?p=10430"},"modified":"2015-11-15T12:10:39","modified_gmt":"2015-11-15T17:10:39","slug":"failuring-to-supervise","status":"publish","type":"post","link":"https:\/\/thinblueflorida.com\/?p=10430","title":{"rendered":"Failure to Supervise"},"content":{"rendered":"<p><a href=\"http:\/\/thinblueflorida.com\/wp-content\/uploads\/2015\/11\/Sergeant-Stripe.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-10438\" src=\"http:\/\/thinblueflorida.com\/wp-content\/uploads\/2015\/11\/Sergeant-Stripe.jpg\" alt=\"Sergeant Stripe\" width=\"802\" height=\"306\" srcset=\"https:\/\/thinblueflorida.com\/wp-content\/uploads\/2015\/11\/Sergeant-Stripe.jpg 802w, https:\/\/thinblueflorida.com\/wp-content\/uploads\/2015\/11\/Sergeant-Stripe-300x114.jpg 300w\" sizes=\"auto, (max-width: 802px) 100vw, 802px\" \/><\/a>In October, a Zephyrhills Police Department sergeant was fired for failing to supervise an officer during an arrest. \u00a0The officer went to a suspect&#8217;s residence to talk to him about a misdemeanor retail theft. \u00a0After speaking to the suspect through a hanging screen at front door, the officer ordered the suspect out of his home. \u00a0The man declined and stood passively inside the doorway with his hands raised.<\/p>\n<p>Following several warnings, the officer deployed his TASER at the suspect, then entered the residence to effect a physical arrest for the petit theft. \u00a0A charge of RAWOV was also filed. \u00a0The incident was captured on the officer&#8217;s TASER CAM. \u00a0The sergeant was present and assisted in the arrest.<\/p>\n<p>I think you will agree that this was a problem from the moment the officer unlawfully ordered the suspect to exit his home. \u00a0No charges were filed against the perp by the State Attorney&#8217;s Office. \u00a0ZPD fired the officer and the sergeant, each of whom are <!--more-->appealing the decision.<\/p>\n<p>Supervisors are responsible for service delivery. \u00a0That means ensuring that all the actions of subordinates comply with state law and department policies. \u00a0When things start to go south, it is a sergeant&#8217;s responsibility to intercede and fix the problem. \u00a0If we are complicit in unwarranted actions, we will share the consequences.<\/p>\n<p>The same can be said for officers on calls. \u00a0If your partner breaks the rules and you stand idly by, you will go from witness to accused in Internal Affairs. \u00a0Some officers erroneously believe they are not accountable for what other officers do around them on the street.\u00a0 That excuse won&#8217;t fly in an IA interview. \u00a0Ask a union rep.<\/p>\n<p>In the ZPD incident, the sergeant should have deescalated the situation and controlled the actions of the officer to protect him from making the illegal entry and arrest. \u00a0My opinion is based upon the circumstances as described by ZPD and my viewing of the TASER video.<\/p>\n<p>I have stepped in on a number of occasions to calm a heated situation between officer and citizen or, conversely, to escalate our response to have proper force applied sooner to bring an incident to a quick and safe conclusion. \u00a0Most of the time, a supervisor can observe, evaluate, and let the officers do their jobs unfettered, but knowing when to intervene and when not to is the mark of a responsible sergeant.<\/p>\n<p>Randall<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In October, a Zephyrhills Police Department sergeant was fired for failing to supervise an officer during an arrest. \u00a0The officer went to a suspect&#8217;s residence to talk to him about a misdemeanor retail theft. \u00a0After speaking to the suspect through a hanging screen at front door, the officer ordered the suspect out of his home. \u00a0The man declined and stood passively inside the doorway with his hands raised.
